This item can increase the power level of weapons with a power level of at least +12 by +1. This improvement is 100% reliable up to power level +13 after which there is a chance that the upgrade process will fail, causing the power level to drop. However, the weapon will remain at least at power level +13. The highest level which can be achieved is power level +20.
Can be used on any item level.
Can only be used on PvP gear.
