This item can increase the power level of "back" items with a power level of at least +16 by +1. This improvement is 100% reliable up to power level +17 after which there is a chance that the upgrade process will fail, causing the power level to drop. However, the "back" item will remain at least at power level +17. The highest level which can be achieved is power level +20. Only for items worn in the "back" slot with +16 and above.
